Online training on “Doctoral Education Policy and Structures”

A training session on “Doctoral Education Policy and Structures” within the framework of the “Doctoral Education Reform in Armenia, in line with the requirements of the academic community, industry and EU experience” (ARMDOCT) program took place online from 15th to 17th of July 2020.

The purpose of the online capacity-building training was to explore the policy and practices of Doctoral Education across the EU -particularly the partner countries of the ARMDOCT project.

Developments of doctoral education, the Salzburg Principles as well as the best practices of the ARMDOCT project partners (France, Italy, Lithuania, and Portugal) were presented during the training sessions. Policy and structure of doctoral education, relations between the state and educational institutions, policy objectives and priorities as well as research strategies, industry involvement in the organization of Doctoral Education were presented by the representatives of Jean-Moulin Lyon 3 University, University of Teramo, Vilnius University, Portuguese Catholic University. They also touched upon the research strategy, the financing of doctoral education, and the involvement of the business sector in the process of organizing the doctoral education.

The training on “Policies and Structures of Doctoral education” was summed up with a discussion entitled “Challenges and opportunities of Doctoral Education” chaired by Tatevik Gharibyan, Senior Higher Education Policy Specialist at the Ministry of Education, Science, Culture and Sport of the Republic of Armenia. The panelists from Italy, France, Portugal, and Lithuania presented the challenges which they are currently facing in their countries on the third stage of higher education (PhD, doctorate), possibilities of integration and collaboration of scientific institutions and universities, admission and state funding criteria, as well as industry opportunities to finance doctoral education, scientific research, etc.

The case of Lithuania, as a post-soviet country on the way of westernization of higher education, was quite interesting in terms of making mistakes and learning lessons from it. Taking into consideration the specificity of the case, the consortium planned to conduct a separate webinar with representatives and experts from Lithuania.
